Resolution of the President of the Republic of Uzbekistan

In order to create the necessary conditions for people with disabilities and disabilities to play sports in our country, ensure their worthy participation in the international sports arena and provide state support, as well as in accordance with the decrees of the President of the Republic of Uzbekistan dated January 24, 2020 No. UP-5924 "On measures for further improvement and popularization of physical culture and sports in the Republic of Uzbekistan" and October 30, 2020 No. UP-6099 "On measures for the widespread introduction of a healthy lifestyle and the further development of mass sports":

1. Identify the main directions of the development of the Paralympic movement:

expanding the conditions for people with disabilities and disabilities to play sports, as well as a further increase in sports among them;

step-by-step creation of sports departments for people with disabilities and disabilities in sports educational institutions for all types of sports, selection of gifted people with disabilities and disabilities, their orientation and training in sports, as well as the introduction of a continuous unified integrated system that ensures the achievement of high sports skills;

comprehensive development and popularization of developing (existing), newly organized and planned to be created in the future Paralympic sports;

creation of a system of training, retraining and advanced training of qualified specialists in Paralympic sports, as well as conducting scientific research;

social support for persons with disabilities and disabilities, encouraging them to find a worthy place in society, program and methodological support for the integration of physical and social adaptation, professional rehabilitation and training of personnel;

improving the system of remuneration and incentives for specialists in Paralympic sports who carry out activities in sports educational institutions (including higher educational institutions);

regular holding of sports competitions among people with disabilities and disabilities in special educational institutions and mahallas;

formation of a modern material and technical base for sports activities by persons with disabilities and disabilities in sports educational institutions of all types.

2. To form the National Paralympic Committee of Uzbekistan (hereinafter-the Paralympic Committee) on the basis of the National Paralympic Association of Uzbekistan.

To establish that the Paralympic Committee is the legal successor to the rights, obligations and treaties, including international treaties, of the National Paralympic Association of Uzbekistan.

3. Determine the main tasks of the Paralympic Committee:

popularization of Paralympic sports, establishment of a new system for identifying, selecting and selecting talented athletes, as well as training them as professional athletes;

assistance in the development of summer and winter Paralympic sports, participation in the development of concepts, technical specifications, feasibility studies/parameters and other design documentation of sports facilities and structures;

conducting competitions and championships, forums, conferences, seminars and other events in Paralympic sports based on the tasks assigned to it, as well as promoting the ideas of peace, friendship and mutual understanding through them;

introduction of a modern and effective system of retraining, advanced training and professional development of coaches, instructors, methodologists, as well as other specialists in Paralympic sports;

representation and protection of the rights and legitimate interests of its members in the republic or other international sports federations (associations) and other organizations, information, scientific, methodological and material and technical support of its members;

organization and effective management of the activities of the clubs for the development of Paralympic sports, close cooperation and exchange of experience with national and international sports organizations.

4. Establish regional branches of the Paralympic Committee for the development and coordination, methodological support and monitoring of Paralympic sports in the field.

The Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of the regions and the city of Tashkent should provide:

until September 1, 2021, the establishment of sponsors to strengthen the financial and material-technical base of regional Paralympic offices, the development of Paralympic sports in the relevant territory, as well as the allocation of buildings and structures for their placement;

together with the Ministry of Tourism and Sports, the Paralympic Committee, within two months – the development and introduction of programs for the development of Paralympic sports in the regions;

starting from 2022, the allocation of funds from additional sources of the budget of the Republic of Karakalpakstan, local budgets of regions and the city of Tashkent, charitable donations of legal entities and individuals, including non-residents, and other sources not prohibited by legislative acts, to regional Paralympic offices on the basis of approved design and estimate documentation.

5. Approve the structure of the Paralympic Committee with a total maximum number of management personnel of 24 units according to Annex No. 1.

To grant the Chairman of the Paralympic Committee the right, if necessary:

make changes to the structure of the Paralympic Committee within the established total number;

to introduce additional positions in the structure of the Paralympic Committee at its own expense, as well as to attract highly qualified specialists and experts in coordination with the Republican Council for the Further Development of Paralympic Sports created in accordance with this resolution.

6. By the end of 2021, the Paralympic Committee will organize clubs for Paralympic sports under the Paralympic Committee, coordinate their activities and promptly resolve financial and organizational issues related to their content.

7. To create the Paralympic Faculty of the Uzbek State University of Physical Culture and Sports in order to train coaches and instructors-methodologists in Paralympic sports, specialists working with the blind, deaf and hard of hearing, amputees (surdo -, tiflosurdo-and international sign language interpreters), as well as other personnel.

8. To form an Institute for training Specialists in Paralympic Sports with the status of a legal entity under the Paralympic Committee (hereinafter referred to as the Institute).

To establish that the Institute is a scientific and educational institution specializing in retraining and advanced training of coaches, instructors, methodologists and other specialists in Paralympic sports.

Determine the sources of funding for the Institute's activities:

services provided on a contractual (paid) basis;

charitable donations of legal entities and individuals, including non-residents;

grants from international and foreign organizations;

other sources that are not prohibited by legislative acts.

State budget funds may also be allocated for additional financing of the Institute's activities.

The Cabinet of Ministers should adopt a government decision on the organization of the Institute's activities within a three-month period.

9. To support the initiative of the Ministry of Tourism and Sports, the Ministry of Public Education and the Paralympic Committee to implement the "Sport for All"project from September 1, 2021.

Determine that within the framework of the "Sport for All"project:

the International Parasport Festival is held once a year with the aim of broad coverage of people with disabilities with para-sports, their social support and integration into society;

every year on December 3 – the International Day of the Disabled among the blind, Hard of hearing and amputees in the city of Tashkent, the republican para-sports festival is held in para-table tennis, 5x5 football, goalball, para-athletics, para-powerlifting, parabadminton, chess and other sports included in para-sports, as well as in other regions – para-sports festivals;

among the students of specialized educational institutions (schools, boarding schools) for children with disabilities, the Ministry of Public Education organizes competitions in Paralympic sports, holds master classes with famous athletes, as well as seminars, conferences and "round tables".

The Ministry of Tourism and Sports (Abdukhakimov A. A.), the Ministry of Public Education (Shermatov Sh.Kh.) to organize the effective and full implementation of the measures determined within the framework of the "Sport for All" project and other events, as well as timely resolve financial and organizational issues related to their implementation.

10. Establish that:

a) starting from the 2021/2022 academic year, the Department of "Paralympia", as well as the specialty of the master's degree "Adaptive health Improvement, Physical Education and Sports"is being opened at the Uzbek State University of Physical Culture and Sports and its Nukus and Ferghana branches, as well as other relevant higher educational institutions;

b) from January 1, 2022:

based on the recommendation of the Paralympic Committee, additional quotas of up to 5 percent are allocated for athletes with physical disabilities and disabilities sent to the departments of Paralympic sports of the Olympic Reserve colleges;

when calculating the official salary of coaches in Paralympic sports in state sports educational institutions, the basic tariff rates are applied in one and a half times the amount.

11. To establish Paralympic sports centers under the Paralympic Committee on the basis of children's and youth sports schools located in the Republic of Karakalpakstan, Kashkadarya, Samarkand and Ferghana regions and the city of Tashkent, using their sports facilities, facilities and equipment.

Deputy Prime Minister-Minister of Tourism and Sports Abdukhakimov A. A. within two weeks to approve the specific location, name and list of children's and youth sports schools located in the Republic of Karakalpakstan, Kashkadarya, Samarkand and Ferghana regions, as well as the city of Tashkent, in order to organize the activities of Paralympic sports centers.

18. Moliya vazirligi (T. A. Ishmetov) ushbu qarorga muvofiq joriy yil va keyingi yillarga mo'ljallangan vazifalarni amalga oshirish uchun zarur mablag'larni turizm va sport vazirligiga ajratilgan 2021 – yilgi davlat byudjeti mablag'lari doirasida, 2022-yildan boshlab esa davlat byudjeti parametrlarida zarur mablag'larni nazarda tutsin.

19. Qurilish vazirligi (B. I. Zokirov) Qoraqalpog'iston Respublikasi Vazirlar Kengashi, viloyatlar va Toshkent shahar hokimliklari bilan birgalikda xalqaro tajribani o'rgangan holda hududlarda qurilishi rejalashtirilgan sport inshootlari va sport maydonchalari loyihalarini ishlab chiqishda jismoniy imkoniyati cheklangan va nogironligi bo'lgan shaxslarning sport bilan shug'ullanishi uchun barcha zarur shart-sharoitlar yaratilishini nazarda tutsin.

Belgilansinki, davlat tomonidan moliyalashtiriladigan sport inshootlari va sport maydonchalari loyihalarini ishlab chiqishda jismoniy imkoniyati cheklangan va nogironligi bo'lgan shaxslarning sport bilan shug'ullanishi uchun barcha zarur sharoitlar nazarda tutilmagan bo'lsa, ushbu loyihalarni moliyalashtirish amalga oshirilmaydi va ular davlat komissiyasi tomonidan qabul qilinmaydi.

20. Turizm va sport vazirligi qurilish vazirligi, iqtisodiy rivojlanish va qashshoqlikni kamaytirish vazirligi, investitsiyalar va tashqi savdo vazirligi bilan birgalikda Olimpiya va Paralimpiya shaharlarini qurish loyihasida Paralimpiya sport markazini tashkil etishni nazarda tutsin.

21. O'zbekiston milliy teleradiokompaniyasi, O'zbekiston Milliy axborot agentligi turizm va sport vazirligi, Paralimpiya qo'mitasi bilan birgalikda Paralimpiya sport turlari bo'yicha o'qitishning adaptiv usullari bo'yicha teleko'rsatuvlar va radionefirlarni tashkil etsin, jismoniy imkoniyati cheklangan va nogironligi bo'lgan shaxslar o'rtasida sportni keng targ'ib qilish bo'yicha alohida eshittirishlarni ko'rsatish orqali sportga ommaviy jalb etish mediaplanini ishlab chiqsin va tasdiqlash uchun Vazirlar Mahkamasiga

22. Turizm va sport vazirligi:

uch oy muddatda respublikada faoliyat ko'rsatayotgan Paralimpiya sport turlarini to'liq xatlovdan o'tkazsin va ularni sport turlari reestriga kiritish bo'yicha zarur choralarni ko'rsin;

manfaatdor vazirlik va idoralar bilan birgalikda ikki oy muddatda qonun hujjatlariga ushbu qarordan kelib chiqadigan o'zgartish va qo'shimchalar to'g'risida Vazirlar Mahkamasiga takliflar kiritsin.

23. Mazkur qarorning ijrosini nazorat qilish O'zbekiston Respublikasi Prezidentining maslahatchisi A. A. Abduvaxitov va O'zbekiston Respublikasi Bosh vazirining o'rinbosari-turizm va sport vaziri A. Abduhakimov zimmasiga yuklansin.
