Resolution of the President of the Republic of Uzbekistan "On measures for the development of winter sports"

Consistent measures are being taken in our country to promote a healthy lifestyle among the population, especially young people, to create the necessary conditions and infrastructure for them to engage in winter sports, and to ensure the worthy participation of the country's athletes in the international sports arena.
At the same time, there is a need for a number of additional measures to promote and develop winter sports. Including:
the organization of systematic competitions in winter sports on the ground, the creation of an effective and transparent system of selection (selection)of talented athletes from among young people, ensuring the preparation of a reserve of highly qualified athletes for the qualitative formation of the composition of national teams;
development of a modern material and technical base for the development of winter sports and provision of sports equipment, equipment and inventory that meet international standards;
creation of a system of training, retraining and advanced training of highly qualified personnel in winter sports;
establishing cooperation with the non-governmental sector to create a modern material and technical base and infrastructure for winter sports on the terms of public-private partnership.
In order to develop and promote winter sports, prepare athletes of Uzbekistan for international sports competitions, including the 2021 Asian Winter Games in Beijing (China) and the XXIV Winter Olympic Games in 2022, and ensure their worthy participation in these competitions:
1. To approve the program for the development of winter sports in Uzbekistan for 2020-2023 (hereinafter referred to as the program) in accordance with the annex.
2. Determine the sources of financing of the program:
Funds provided under the investment program of the Republic of Uzbekistan;
funds of the state budget of the Republic of Uzbekistan provided for in the calendar plan of sports and mass physical culture events;
Funds of the republican budget of the Republic of Karakalpakstan, local budgets of regions, the city of Tashkent, foundations, sports federations( associations), clubs, foreign investors, physical culture and sports societies;
sponsorship donations of legal entities and individuals;
other sources that are not prohibited by law.
3. Until January 1, 2023, the Association of Winter Sports, the Ice Hockey Federation of Uzbekistan, their territorial divisions, professional winter sports clubs and non-state children's sports schools:
pay property tax and social tax on the income of attracted foreign athletes and specialists with a 50 percent reduction in rates;
from the payment of customs duties for the import of sports equipment, equipment and special professional sports clothing, vehicles, including special vehicles not produced in the Republic of Uzbekistan, imported according to the lists formed in accordance with the established procedure, necessary to strengthen the material and technical base of sports facilities for winter sports.
Establish that the benefits and conditions specified in the third paragraph of this paragraph under the program also apply to the Ministry of Physical Culture and Sports of the Republic of Uzbekistan and its organizations, the National Olympic Committee of Uzbekistan and the Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of the regions and the city of Tashkent.
4. The Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of the regions and the city of Tashkent and the Ministry of Physical Culture and Sports of the Republic of Uzbekistan:
Construction of light-weight indoor ice pads equipped with modern sports equipment that meets international standards in the regions on the terms of public-private partnership in 2020-2023;
in order to attract foreign specialists and coaches in winter sports to work and provide social support, in accordance with the established procedure, approve proposals for the allocation of housing as service homes.
To establish that the design and estimate documentation of the covered ice platforms constructed on the terms of public-private partnership is necessarily coordinated with the Ministry of Physical Culture and Sports.
5. Ministry of Physical Culture and Sports of the Republic of Uzbekistan:
Ensure the allocation of places for winter sports in the distribution of admission parameters allocated for the 2020/2021 academic year in the areas of undergraduate education of the Uzbek State University of Physical Culture and Sports;
To organize the Department of Winter Sports at the Uzbek State University of Physical Culture and Sports from the 2020/2021 academic year;
Together with the Youth Union of Uzbekistan, the Ministry of Physical Culture and Sports will carry out work on the construction of light-weight buildings and structures for holding international and national competitions, improving road transport infrastructure, providing Dor roads with modern inventory, equipment and equipment at the sports base of the state enterprise" Center for Certification and Computerization "" Beldirsoy", located in the Bostanlyk district of the Tashkent region, by the end of 2020;
Together with the Association of Winter Sports of Uzbekistan and the Ice Hockey Federation of Uzbekistan, to ensure the active participation of the teaching staff and coaches in winter sports in open scholarship competitions for training programs, internships and advanced training abroad of the El-Yurt Umidi Foundation for training specialists abroad and communicating with compatriots under the Agency for the Development of Public Service under the President of the Republic of Uzbekistan.
6. The Ministry of Economy and Industry and the Ministry of Physical Culture and Sports of the Republic of Uzbekistan should ensure, in accordance with the established procedure, the allocation of the necessary limit of centralized capital investments in the formation of the investment program of the Republic of Uzbekistan for 2020-2021 in accordance with the approved design and estimate documentation for the reconstruction of the sports base "Pakhtakor" of the Tashkent region, Bostanlyk district, Chimion village of the republican school of higher sports skills in winter and complex technical sports.
7. The Ministry of Innovative Development, together with the Ministry of Health and the Ministry of Physical Culture and Sports of the Republic of Uzbekistan, will organize a competition of scientific and practical projects for 2020-2021 within the framework of state scientific and technical programs dedicated to the development of winter sports in Uzbekistan and the training of qualified coaches for this field.
8. Take note that tax residents of the Republic of Uzbekistan are foreign athletes and specialists involved on the basis of contracts concluded for a period of more than six months with the Association of Winter Sports, the Ice Hockey Federation of Uzbekistan, their territorial divisions, professional winter sports clubs and non-state children's sports schools.
9. Approve the proposal of the Tashkent city khokimiyat, the Ministry of Physical Culture and Sports of the Republic of Uzbekistan, the state unitary enterprise of the Tashkent city khokimiyat system "oromgoh" on the allocation of the Tashkent region, Bostanlyk district, two Dor roads and a ski track located in the village of Chimion, with the corresponding territory, to the republican school of higher sports skills in winter and complex technical sports on the right of operational management.
To ensure to the Khokimiyat of the city of Tashkent, in accordance with the established procedure, the delivery of two Dor roads and ski trails, the reception and effective use by the Ministry of Physical Culture and Sports of the Republic of Uzbekistan.
10. The Ministry of Physical Culture and Sports of the Republic of Uzbekistan, together with other interested ministries and departments, shall submit proposals to the Cabinet of Ministers of the Republic of Uzbekistan on amendments and additions to legislative acts arising from this resolution within two months.
11. The execution of this resolution is carried out in the following order:
Deputy Prime Minister of the Republic of Uzbekistan A. A. Abdukhakimov-to take measures for the construction of modern sports facilities and the development of infrastructure for winter sports (including on the terms of public-private partnership), to coordinate the activities of relevant ministries, departments and organizations for the full and high-quality implementation of the tasks defined by this resolution, to receive monthly reports of their heads on the work done and to promptly eliminate the identified shortcomings;;
Minister of Physical Culture and Sports of the Republic of Uzbekistan D. H. Nabiev-to implement a set of measures for the development and popularization of winter sports in Uzbekistan, to establish effective cooperation with non-governmental organizations (federations, associations, etc.) operating in these sports, to provide methodological and practical assistance to responsible organizations in the timely and high-quality implementation of the tasks defined by the program;;
The Chairman of the Council of Ministers of the Republic of Karakalpakstan, the khokims of the regions and the city of Tashkent-in accordance with the established procedure, allocate land plots for the construction of sports and recreation complexes and sports facilities to local and foreign business entities, organizations, and implement the necessary measures for the development of winter sports in the regions;
heads of responsible ministries, departments and organizations-to perform the tasks provided for in the program in a timely and high-quality manner;
The General Director of the National Information Agency of Uzbekistan A. K. Kuchimov, as well as the acting chairman of the National Television and Radio Company of Uzbekistan A. D. Khadzhaev — organize articles, thematic TV programs aimed at popularizing winter sports.
