Resolution of the Supreme Court on measures to organize the activities of Olympic training centers for athletes under the National Olympic Committee of Uzbekistan

In order to ensure the implementation of the Decree of the President of the Republic of Uzbekistan dated March 5, 2018 No. UP-5368 "on measures to radically improve the system of public administration in the field of physical culture and sports", as well as the training of highly qualified athletes in complex, including Olympic sports, wide promotion of a healthy lifestyle among the population, especially young people, the Cabinet of Ministers decides::

In accordance with the Decree of the President of the Republic of Uzbekistan dated March 5, 2018 No. UP-5368 "on measures to radically improve the system of public administration in the field of physical culture and sports" :
Center for Universal Olympic Training and International Competitions in the Samarkand district of the Samarkand region;

Center for Universal Olympic training of national teams in Bostanlyk district of Tashkent region;

Olympic Gymnastics Training Center in Zaamin district of Jizzakh region;

Olympic Training Center for Sports Games in Chartak district of Namangan region;

Please note that the Center for Olympic Training in Martial Arts (hereinafter referred to as the centers) has been established in Shahrisabz district of Kashkadarya region.

At the same time, the objects of state property were transferred to the National Olympic Committee of Uzbekistan on the right of gratuitous perpetual use.

Allow the National Olympic Committee of Uzbekistan to further transfer the above-mentioned objects of state property to the centers for free use (without the right of disposal) for the intended use and implementation of economic activities.

Define the main tasks of the centers:
creation of a modern material-technical and training base that meets international requirements and standards, equipped with the necessary sports equipment for training athletes of the international category, members of national teams that can adequately represent Uzbekistan at the World and Asian Championships, Olympic, Paralympic and Asian Games, Universiades, and other international and regional competitions;

provision of centralized training of athletes of the national teams of Uzbekistan (hereinafter referred to as the national teams) in Olympic sports;

Development of its own material and technical base to support its activities in order to train national teams in Olympic sports, sports reserve;

organization of the training process of athletes, members of national teams at the level of international standards, systematic improvement of the quality of their theoretical and technical-tactical training by introducing new scientific and methodological technologies into the training process, taking into account the best international experience, through the wide involvement of highly qualified professional coaches, psychologists and methodologists for the training of athletes of the international category, including from abroad;

strengthening cooperation with foreign sports schools, clubs and experience exchange centers in order to improve the professional level of coaches and athletes, including conducting training camps for foreign athletes and coaches on a paid basis.

To establish that the current provision and strengthening of the material and technical base of the centers is carried out at the expense of the National Olympic Committee of Uzbekistan, the income of the centers from the provision of services, charitable funds and other sources not prohibited by law.
The National Olympic Committee of Uzbekistan should take the necessary measures to fill the centers with highly qualified specialists and coaches, with the mandatory involvement of leading specialists from abroad.
The National Olympic Committee of Uzbekistan, the Ministry of Physical Culture and Sports, the khokimiyats of the Samarkand, Jizzakh, Kashkadarya, Namangan and Tashkent regions:
Construction of a center for universal Olympic training and international competitions in the Samarkand district of the Samarkand region;

To approve proposals for the reconstruction of the Olympic training center for gymnastics in the Zaami district of the Jizzakh region, the Olympic Training Center for Martial Arts in the Shakhrisabz district of the Kashkadarya region, the Olympic Training Center for Sports Games in the Chartak district of the Namangan region,the center for universal Olympic training for national teams in the Bostanlyk district of the Tashkent region (hereinafter referred to as the facilities).

As part of the construction and reconstruction of facilities:
engineering companies "Service of a single customer" under the relevant khokimiyats-the customer;

to determine in accordance with the established procedure on the basis of the results of tenders by organizations-general design and contracting organizations.

To determine the sources of financing costs on performance of design and survey, construction and installation works, and also to improve the material-technical base of facilities and with equipment::
a) development of design and survey documentation, construction, reconstruction and improvement of territories — the Fund for the development of physical culture and sports under the Ministry of physical culture and sports of the Republic of Uzbekistan;

B) to improve the material and technical base, provide sports equipment, inventory and clothing-funds of the National Olympic Committee of Uzbekistan, charitable funds, grants from international organizations and other sources not prohibited by law;

c) for the construction and relocation of external networks of electricity, gas supply and communications, taking into account the provision of their uninterrupted operation in accordance with established standards-at the expense of local budgets of the relevant regions.

Take note that the Khokimiyat of the Samarkand district of the Samarkand region has allocated a land plot with a total area of 15.0 hectares for the construction of a universal Olympic training center and international competitions to the engineering company of the Samarkand region in the territory of the agrofirm "Konigil Agrotechnservis" LLC in accordance with the established procedure.
National Olympic Committee of Uzbekistan, khokimiyats of Samarkand, Jizzakh, Kashkadarya, Namangan and Tashkent regions:
together with the interested ministries and departments to solve organizational and technical issues related to the construction and reconstruction of facilities, external engineering and transport communications;

together with the main project organization, develop design and estimate documentation and ensure its coordination with the authorized bodies of state expertise;

Together with the Ministry of Physical Culture and Sports, the Ministry of Construction, the customer and the general contractor, to put the facilities into operation by the end of 2020 on the basis of the main stages of measures to create Olympic training centers in accordance with the annex.

The Ministry of Construction of the Republic of Uzbekistan should establish state architectural and construction control over the quality of construction and installation works at the facilities.
Control over the implementation of this resolution is entrusted to the First Deputy Prime Minister of the Republic of Uzbekistan-Chairman of the Board of JSC "Uzbekistan Temir Yullari" A. J. Ramatov, Deputy Prime Minister A. A. Abdukhakimov and Minister of Physical Culture and Sports of the Republic of Uzbekistan Sh. X. Let Israel take responsibility.
